Introduction
CDM 2007 superseded The Construction (Design & Management) Regulations 1994 and came into effect in April 2007.

CDM 2007 now applies to all construction projects regardless of their size or duration.

Notifiable Projects
Construction projects with a duration of more than 30 days or 500 person days of construction work are to be notified to the HSE. SPP can offer advice in respect of this.

CDM Co-ordination
SPP’s CDM Co-ordinators (CDM-C) provide advice and assistance to Clients, ensuring that suitable arrangements are in place for managing Health & Safety.

Client Responsibilities
Under CDM 2007 the Client is responsible for ensuring that arrangements are made for managing Health & Safety on site. SPP can offer advice on Client’s responsibilities and accountability under the regulations.

Pre-Contract Advice
SPP’s CDM-C’s are a key part of any design team offering comment and advice on all aspects of a project’s design from a Health & Safety aspect.

Pre-Construction Information
Compilation of the Pre-Construction Information prior to the project being tendered is an important aspect of the CDM process.

Post Contract Advice
Although construction phase Health & Safety matters are the Principal Contractor’s responsibility, we will offer advice to the contractor in the case of any Highlighted Health & Safety concerns.

Appointing a Contractor
It is the Client’s duty to appoint designers and contractors who are deemed as competent under the CDM 2007 regulations. We will, if requested, undertake competency checks on behalf of the client to ensure the Client’s compliance.

Health & Safety File
Part of the CDM-C’s role is to compile and check the Health & Safety file and Operating & Maintenance manuals for the building to assist with the maintenance of the structure and ultimate conversion or demolition.

Health & Safety Audits
Although the Principal Contractor is solely responsible for on site Health & Safety, SPP offer interim Client Health & Safety Audits to ensure the Contractor’s competence. This is an “added value” service.
